Tra Camera e Senato siedono oggi 203 donne, il 33,6% dei parlamentari (una percentuale superiore alla media dei Parlamenti UE27). Alla Presidenza del Consiglio, dopo 64 governi guidati da uomini, per la prima volta l'Italia ha una donna (solo altri 4 Paesi UE non hanno un uomo a capo dell'esecutivo). Dal 2023, anche il principale partito di opposizione è guidato da una donna. Ma la strada verso la parità è ancora lunga. E passa, nel 2024, anche per il rinnovo del Parlamento europeo.

In the Chamber of Deputies and in the Senate, 203 women now sit, 33.6% of the members of Italian Parliament (a percentage higher than the average for EU27 parliaments). At the Presidency of the Council, after 64 governments led by men, for the first time Italy has a woman (only 4 other EU countries do not have a man at the head of the executive). Since 2023, the main opposition party has also been led by a woman. But the road to equality is still a long one. And it also passes, in 2024, through the renewal of the European Parliament.

Nel 2013 l'Italia ha ratificato la Convenzione di Istanbul e approvato il decreto anti femminicidio. Da allora, grazie a leggi come il Codice rosso del 2019, poi rafforzato nel settembre 2023, e al recentissimo disegno di legge governativo approvato in via definitva il 22 novembre, molto è cambiato dal punto di vista legislativo e processuale: nuovi reati sono stati aggiunti al codice penale, molte pene inasprite, e introdotte misure più dure a protezione delle vittime.

Per controllare i costi e garantire maggiore efficienza amministrativa, negli ultimi anni molti paesi sviluppati hanno approvato riforme territoriali che hanno determinato fusioni tra i comuni. In Italia dal 2002 a oggi il numero dei municipi è così sceso da 8.102 a 7.901. Ma cosa succede nei (rari) casi in cui i comuni si dividono? L'esperienza di cinque frazioni in Puglia che negli anni Settanta si sono separate dai loro capoluoghi.

Fra il 1990 e il 2016 lo stock globale degli investimenti diretti esteri è passato da 2.254 a 26.160 miliardi di dollari. Molti governi hanno adottato meccanismi di controllo sull'acquisizione delle imprese strategiche e sugli approvvigionamenti di materie prime e prodotti industriali critici. Anche l'Unione europea ha incoraggiato gli Stati membri a rafforzare il loro quadro normativo: già 25 su 27 lo stanno facendo. E l'Italia?

Between 1990 and 2016, the stock of foreign direct investment globally increased from USD 2,254 billion to USD 26,160 billion. Many governments have adopted mechanisms to control the acquisition of strategic companies and the procurement of critical raw materials and industrial products. Also, the European Union has encouraged member States to strengthen their regulatory framework: already 25 out of 27 are doing so. What about Italy?

Negli ultimi sei anni le spese fiscali erariali sono cresciute: nel 2022 erano 626 (+40%) con effetti fiscali sul bilancio dello Stato pari a -82 miliardi di euro (+72%). A queste vanno aggiunte altre 114 spese fiscali locali, per un totale di 740 agevolazioni. Risultato? Queste deviazioni dal regime fiscale "normale" aumentano la complessità del sistema e ne riducono la trasparenza, a fronte di perdite di gettito rilevanti per le casse pubbliche: il 4% del PIL.

Tax expenditures have steadily increased over the past six years. In 2022 there were 626 (+ 40%) with fiscal effects on the State budget of -82 billion euros (+ 72%). A further 114 local tax expenditures must be added to these,for a total of 740 benefits. These deviations from the "normal" tax regime increase the complexity of the system and reduce its transparency, in the face of significant revenue losses for public funds: 4% of GDP.

L'ERP è la politica-pilastro dell'Ue per fondi stanziati (351 miliardi tra 2014 e 2020) e obiettivi perseguiti (redistribuire la ricchezza tra regioni e paesi). I suoi effetti nello stimolare la crescita delle aree in ritardo di sviluppo sono però parecchio controversi. Anche a causa del (poco noto) effetto-vicinato: perchè essere circondati da regioni povere incide sull'efficacia degli interventi? Il caso del Sud Europa (compreso il nostro Mezzogiorno).

ERP is the policy-pillar of the European Union, both in terms of funds allocated (351 billion between 2014 and 2020) and objectives pursued (redistribution of wealth between regions and countries). Its effects in stimulating growth in lagging areas are, however, quite controversial. Not least because of the (little known) neighbourhood effect: why does being surrounded by poor regions affect the effectiveness of interventions? The case of Southern Europe (including Italian Mezzogiorno).

Ben 13,5 milioni di italiani, oltre il 20% della popolazione, vivono a più di 20 minuti dai servizi essenziali come scuole secondarie, ospedali e stazioni ferroviarie. Entro il 2027 la SNAI punta a raggiungerne 4,5 milioni, rivitalizzando 1.094 comuni situati in territori gravati da debolezza economica, bassi livelli di reddito e ricchezza, forte spopolamento, emigrazione giovanile e invecchiamento degli abitanti. Ma come ha funzionato nelle 19 aree pilota in cui è stata applicata finora?

Ha sostituito le vecchie casse mutue e affermato l'assistenza sanitaria come diritto sociale. Gode fama di essere uno dei migliori al mondo e molti confronti internazionali lo vedono ai vertici: la mortalità evitabile è in Italia tra le più basse dell'UE, mentre l'aspettativa di vita in buona salute (71,9 anni) è tra le più alte. Con una spesa sanitaria pubblica pari al 7,1% del PIL, il nostro SSN costa più o meno dei sistemi di healthcare di altri Paesi? E cosa ci dicono gli indicatori di performance?

It is known to be one of the best in the world and, based on many international comparisons, it ranks among the topmost ones: avoidable mortality rates in Italy are among the lowest in the EU, while healthy life expectancy is 71.9 years, one of the highest figures. Public healthcare expenditure in Italy accounts for 7.1% of GDP: how does this compare to other healthcare systems in other countries? It is more or less expensive? What do performance indicators tell us?

L'ictus in Italia colpisce ogni anno 200.000 persone. E' la terza causa di morte e la prima causa di invalidità. E le prospettive non sono rosee: i casi in Europa aumenteranno del 34% tra il 2015 e il 2035, causando un 45% di morti in più e un ulteriore 25% di invalidi permanenti. Si possono limitare i danni? Certo, e molte regioni stanno provando a sensibilizzare i cittadini sui comportamenti salva-vita da adottare nelle emergenze. Ma le campagne sanitarie funzionano davvero? E quanto?

Stroke in Italy affects 200,000 people every year. It is the third leading cause of death and the leading cause of disability. And the outlook is not rosy: cases in Europe will increase by 34% between 2015 and 2035, causing 45% more deaths and an additional 25% more permanent disability. Can the damage be limited? Sure, and many regions are trying to raise awareness of life-saving behaviors to adopt in emergencies. But do health campaigns really work?

Nella I legislatura della Repubblica sono entrate in Parlamento 4 senatrici e 49 deputate: il 5% degli eletti. Nel 2022, le parlamentari hanno raggiunto il 33% e, per la prima volta nella storia del nostro paese, una donna ha assunto la carica di presidente del Consiglio. Il governo guidato da Giorgia Meloni è uno dei tre governi con il maggior numero di donne: 22. Ma a livello locale il cammino verso la parità è ancora lungo: su 20 regioni c'è una sola governatrice e ogni 100 sindaci 85 sono uomini.

In the I legislature of the Republic, 4 female senators and 49 female deputies entered Parliament: 5% of those elected. In 2022, female parliamentarians reached 33% and, for the first time in the history of our country, a woman assumed the position of Prime Minister. The government led by Giorgia Meloni is one of the three governments with the highest number of women: 22. But at the local level, the path to equality is still long: out of 20 regions there is only one female governor and for every 100 mayors 85 are men.

L'art.3 della Costituzione, approvato il 24 marzo 1947, ha inserito l'uguaglianza dei sessi tra i principi fondanti della neonata Repubblica. Da allora la legislazione è molto cambiata in favore delle donne: dalle garanzie lavorative alle tutele giuridiche e sociali, dalla tutela della libertà sessuale alle opportunità di accesso alla vita politica del paese. In questo la Corte costituzionale ha giocato un ruolo di primo piano: alla sua giurisprudenza e alle sue sollecitazioni sono seguite riforme fondamentali.

Article 3 of the Constitution, approved on March 24, 1947, included gender equality among the founding principles of the newly formed Republic. Since then, legislation has changed a great deal in favor of women: from employment guarantees to legal and social protections, from the protection of sexual freedom to opportunities for access to the country's political life. In this, the Constitutional Court has played a leading role: its jurisprudence and urgings have been followed by fundamental reforms.

La violenza contro le donne è spesso invisibile anche agli occhi degli operatori di giustizia: magistrati, avvocati, psicologi, consulenti. Come e dove intervenire? Nella XVIII legislatura la Commissione femminicidio del Senato ha adottato un approccio statistico per valutare le politiche anti-violenza con criteri oggettivi. E ha individuato i punti deboli di un sistema di protezione che ancora fatica a tutelare appieno le vittime.

Violence against women is often invisible even in the eyes of justice workers: magistrates, lawyers, psychologists, counselors. How and where to intervene? In the 18th Legislature, the Senate Femicide Commission adopted a statistical approach to evaluate anti-violence policies with objective criteria. And it identified weaknesses in a protection system that still struggles to fully protect victims.

Stalking, maltrattamenti domestici, stupri, mutilazioni genitali, femminicidio: dal primo Piano straordinario nazionale del 2015 ai tanti piani di intervento delle Regioni, negli ultimi anni gli strumenti a tutela delle donne si sono moltiplicati. L'attuazione di queste misure, però, è spesso rimessa a circolari che rendono difficile, per la vittima, conoscere gli strumenti a propria difesa (e richiederne l'applicazione). L'UVI fa il punto sulle risorse antiviolenza con la sua prima guida a misura del cittadino.

Stalking, domestic abuse, rape, genital mutilation, femicide: from the first Extraordinary National Plan of 2015 to the many Regional measures, over the past years the instruments aimed at protecting women have multiplied. The enforcement of such measures, however, is often left to circular letters that make it difficult for the victim to get to know the available tools for her defence (and to request their implementation). The Impact Assessment Office zeros-in on anti-violence resources by drafting the first pertinent guide for citizens.

Con 352 miliardi di euro da distribuire nel settennio 2014-2020 per stimolare la crescita, di cui 46,5 all'Italia, la politica di coesione è il vero pilastro dell'azione europea. Ma decenni di interventi non sono bastati a cancellare le disparità economiche e sociali all'interno dell'Unione. E l'Italia si ritrova oggi con un primato non invidiabile: ha il valore più basso di sviluppo sociale nell'UE-15 e il suo Mezzogiorno è la più grande area depressa del continente. Che cosa non ha funzionato?

Da anni l'Europa invita il nostro paese a ridurre "l'uso e la generosità delle esenzioni e dei regimi preferenziali" e anche secondo il DEF le cosiddette tax expenditures vanno sfoltite: nel 2017 sono state censite 636 misure diverse che valgono 75,2 miliardi di minori entrate (stimate) per lo Stato. Mancano però molte informazioni fondamentali: solo di 130 agevolazioni si conoscono impatto, fruitori e importo pro capite. E di queste, oltre la metà avvantaggia meno di 30 mila contribuenti.

For years the EU has been asking our country to reduce "the use and generosity of exemptions and of preferential tax treatments", and even according to the DEF (economic and financial document) tax expenditures should be cut: in 2017, 636 different measures were identified, subtracting an estimated 75.2 billion Euros from State revenues. Yet plenty of crucial information is lacking: we know the impact, recipients and per capita benefit for only 130 tax expenditure measures, and more than half of these measures benefit less than 30,000 taxpayers.

Sul piatto, per i tre sismi, il governo ha messo finora 40,5 miliardi, di cui 1,8 nell'ultimo anno. Per cosa, come e dove verranno spesi? Il quadro normativo - 96 ordinanze e molti decreti legge, in continua modifica - è comprensibile ed efficace? Le risposte date alla popolazione rimasta senza casa sono state tempestive? Ever since 3:36 AM on August 24, 2016, Italy has been dealing with the third major reconstruction process in less than ten years. So far, for the three earthquakes, the government has granted 40,5 billion, 1,8 of which in the past year alone. What, how and where will those billions be spent on? Is the regulatory framework - made up byseveral ever-changing decrees and 96 orders by Special Commissioner and Civil Defence authorities - clear and effective? Has the response given to the newly-homeless population been prompt?

L'Italia è povera di laureati. Soltanto il 26,9% dei giovani tra i 30 e i 34 anni ha una laurea, contro il 58,7% della Lituania e il 54,6% del Lussemburgo (e una media europea del 39,9%). Questa mancanza di opportunità educative genera disuguaglianze a lungo termine, ma per le famiglie a basso reddito è ancora difficile affrontare il costo dell'istruzione universitaria. Italy has few graduates. Only 26.9% of people aged 30-34 have a university degree, well behind Lithuania (58.7% of graduates), Luxembourg (54.6%), Cyprus (53.4%) and Ireland following closely. The European average is 39.9%.This lack of educational opportunities engenders long-term inequalities in the life of young people, but low-income families still find it hard to bear the cost of university education for their children. In 1.833 giorni i senatori hanno presentato 2.539 disegni di legge. Ma quali argomenti li hanno interessati di più? Giustizia e affari costituzionali sono in cima alla classifica, seguiti da sanità, cultura e pensioni. Famiglia e infanzia vengono dopo le forze armate, la sicurezza sul lavoro dopo il diritto commerciale. Commercio estero, finanza locale, Mezzogiorno ed energia sono invece i temi meno considerati: insieme non raggiungono l'1% dei ddl depositati.

In 1,833 days, Senators introduced 2,539 bills. What issues were Senators most interested in? Justice and constitutional affairs were the top scorers, followed by health, culture and pensions. Family and children follow armed forces, safety at work follows trade law. Foreign trade, local finance, Southern Italy and energy, combined, fall short of 1% of bills submitted.

Meno di un quarto dei bambini tra 0 e 2 anni trova posto nei servizi pubblici per la prima infanzia. Se in Valle d'Aosta vanno al nido 4 piccolissimi su 10, in Campania ce la fanno solo 6 su 100. Per aumentare l'offerta, soprattutto al Sud, negli ultimi 10 anni lo Stato ha speso circa 1.150 milioni di euro. Ora la riforma della "buona scuola" mette sul piatto oltre 200 milioni l'anno a partire dal 2017. Con quali prospettive di raggiungere gli obiettivi Ue?

Fewer than a quarter of Italian babies between the ages of zero and two have a place in a public facility for infants. Coverage is uneven across the country: in Valle d'Aosta, four tots out of ten go to nursery; in the Campania region, the number is just 6 out of 100. To increase the number of available places, over the last decade the Italian state has spent some €1.15 billion. The "Buona Scuola" Reform now adds over €200 million per year to the pot, starting from 2017. What's the outlook?

Nel 2000 l'Italia ha scelto di passare a un modello militare composto di soli professionisti: meno uomini e donne (da 265 a 190 mila) ma più impegnati all'estero nelle missioni internazionali. La crisi esplosa nel 2008 e i nuovi costi del personale hanno però inciso pesantemente sulla riforma. E anche l'impegno oltre confine è stato ridotto: per il 2018 sono previste 35 operazioni in tre continenti, con un impiego medio di 6.400 militari. Erano 12mila nel 2003.

In 2000 Italy abandoned compulsory conscription and migrated, after 144 years, to a leaner military model (from 265.000 men and women to 190,000) entirely composed of professionals. International peace-keeping and peace-enforcing missions became the core task of Italian armed forces, but the crisis that exploded in 2008 has deeply affected the fulfillment of the reform. And between reductions in personnel (expected to number no more than 150,000 by 2024), the ageing of the volunteers in service and severe cuts in spending and investment, even the commitment of troops abroad no longer reached the levels of the early 2000s.

È stato il governo, fino alla XV legislatura, a scegliere e inviare al Parlamento gli atti comunitari da esaminare. Ed è stato un flusso molto discontinuo (2 documenti nel 1999, 115 nel 2000, uno nel 2002) fino a quando, nel 2006, la Commissione europea ha cambiato prassi. Oggi il dialogo Roma-Bruxelles è diretto e continuo: nella XVII legislatura il Senato ha "lavorato" 924 atti europei, di cui almeno 10 segnalati dal governo ogni settimana perchè di interesse nazionale. Come si sono organizzati i senatori per reggere il ritmo?

Up until the fifteenth legislature, the Italian government chose which Community acts to send to Parliament for examination. The flow varied widely (2 documents in 1999, 115 in 2000, one in 2002) until in 2006 the European Commission amended its standard practice. Today, dialogue between Rome and Brussels is direct and continuous: during the XVII legislature, the Italian Senate "processed" 924 European acts, of which at least ten per week were flagged by the Government as being of national interest. How are Senators organized to cope with this pace?

Tra 2014 e 2020 l'Unione europea metterà a disposizione dell'Italia, attraverso fondi strutturali e di investimento, oltre 77 miliardi di euro: 46,5 per le politiche di coesione e 31 per la politica agricola comune. Ma Uvi e Guardia di Finanza dimostrano come, in 6 casi su 10, i contributi finiscono in mano a furbetti, truffatori e criminalità organizzata. Il record va al Mezzogiorno: 85% di frodi sui fondi strutturali. Al Centro va invece il record degli illeciti per agricoltura e pesca.

Between 2014 and 2020, the European Union is setting aside more than 77 billion euros for Italy in structural and investment funds: 46.5 bn in cohesion policies, and 31 bn for the common agricultural policy. However, the UVI and Italy's Financial Police reveal that in 6 out of 10 cases, these funds end up in the hands of scoundrels, swindlers and organized crime. Southern Italy is the biggest offender, accounting for 85% of structural fund fraud. Central Italy is responsible for the lion's share of offences involving agriculture and fishing.

Incentivi, esenzioni, agevolazioni: ogni anno lo Stato spende 76 miliardi di euro solo in termini di spese fiscali. Ma le misure erogate rispettano sempre l'ambiente? Paradossalmente no. Secondo il primo (e ancora parziale) Catalogo dei sussidi ambientali, nel 2016 ben 16,2 miliardi sono stati impegnati per i SAD, sussidi dannosi per l'ambiente, mentre 15,7 miliardi sono stati utilizzati per i SAF, i sussidi ambientalmente favorevoli. Esistono margini per intervenire?

Incentives, exemptions, benefits: every year the State spends 76 billion Euros on fiscal expenditure. But do these measures always respect the environment? Paradoxically, the answer is no. According to the first (and still incomplete) Catalogue of Environmental Subsidies, drafted by the Ministry of Environment with the technical advice of Sogesid, in 2016 about 16.2 billion Euros were allocated for SADs (EHSs - environmentally harmful subsidies), while 15.7 billion were allocated for SAFs (EFSs - environmentally friendly subsidies). Is there a way to reorganise incentive mechanisms and subsidies in order to make them more consistent with the Italy's environmental targets?

L'Italia, pur presentando nel 2016 un'elevata incidenza della spesa pubblica sul PIL (49,6%), destina agli investimenti una parte molto modesta delle proprie risorse: il 2,1%. Il partenariato pubblico-privato (PPP) ha rappresentato perciò, negli ultimi 15 anni, una risorsa sempre più importante per finanziare nuove infrastrutture e garantire servizi ai cittadini. Ma troppa burocrazia, carenze tecnico-progettuali e criticità gestionali possono mettere a rischio le grandi opere.

Italy's public spending accounted for a good 49.6% of GDP in 2016, but it allocated a very modest share of its resources to investments: just 2.1%, which is not enough to support all investments - especially infrastructure projects - which the country so much needs in order to support aggregate demand, improve and expand service levels, narrow the geographical economic divides and boost competitiveness.

For public administrations, especially Italian municipalities, the public-private partnership (PPP) has therefore been, over the past 15 years, a very important resource for financing new infrastructure projects (underground rail, sports facilities, TLC networks) and for providing services.

Il ciclo della valutazione è uno strumento formidabile per il decisore politico: consente di scegliere fra opzioni alternative quella che prospetta i migliori risultati, gestire i processi attraverso cui le idee diventano azioni e le azioni producono effetti, rendere conto agli interessati, motivare i destinatari. In Italia, però, l'utilizzo di queste tecniche - AIR, VIR, MOA e consultazioni - è ancora vissuto come un mero adempimento burocratico.

If well-implemented, the evaluation cycle is an excellent tool for political decision-makers, making it possible to choose which one of a number of options is likely to produce the best results. In Italy, the use of these techniques - impact analysis and assessment (AIR and VIR), measuring administrative burdens (MOA), and consultations - is often undertaken merely as a bureaucratic exercise. A system of AIRs and VIRs integrated between the various levels of government is missing and only in very rare cases have approved acts undergone ex-post monitoring and assessment.

Nel 2016 sono state assassinate 149 donne, più di 4 mila hanno denunciato violenze sessuali, più di 13 mila sono state vittima di stalking e 14 mila hanno sporto denuncia per maltrattamenti. Una percentuale molto alta dei procedimenti per violenza sessuale e omicidio volontario nel nostro Paese rimane a carico di ignoti, e circa un quarto delle denunce presentate contro soggetti conosciuti finiscono archiviate. Cos'ha scoperto la Commissione parlamentare di inchiesta sul femminicidio?

In 2014, 4.4 million women in Italy were physically or psychologically abused by their partner: one woman in four, among the ones in a relationship. In 2016, 149 women were murdered, 111 of whom (that's three in four, about 75%) by a family member. More than 4,000 women reported sexual violence, over 13,000 were victims of stalking - that's almost a 50% increase compared with 2011 - and 14,000 reported being abused.

Nella I legislatura della Repubblica sono entrate in Parlamento 4 senatrici e 49 deputate: il 5 per cento. Nel 2018, le parlamentari sembrano destinate a salire ben oltre il 30 per cento. Che cosa è successo nel frattempo? Su oltre 1500 incarichi di ministro, solo 78 sono andati alle donne. Nessuna è diventata presidente del Consiglio o del Senato. Le presidenze femminili di commissioni parlamentari permanenti sono state 23. Una sola donna è stata al vertice della Vigilanza Rai, due hanno presieduto l'Antimafia, nessuna il Copasir. E solo 9 donne sono diventate governatrici.

L'Italia è il primo Paese che, con la riforma del bilancio dello Stato del 2016, ha attribuito ufficialmente al BES un ruolo nell'attuazione delle politiche pubbliche. Il PIL da solo non basta infatti a valutare la felicità di una popolazione, come dimostrano le classifiche della Banca Mondiale: nel 2017 l'Italia rientrava nel 16% dei paesi più ricchi, eppure era solo al 48° posto (su 155) secondo il World Happiness Report. A parità di PIL, insomma, all'Italia mancano alcuni "fattori di felicità".

Satisfaction, happiness, quality of-life, self-realisation, utility, pleasure: there is an ongoing international debate on whether GDP should be ousted as the sole indicator of well-being. The benchmark on which the progress of a society can be evaluated should not be solely economic. This is demonstrated by the World Bank's per capita GDP classifications: in 2017 Italy was among 16% of the most prosperous countries, but ranked only 48th (out of 155) in the World Happiness Report. In short, given parity of GDP, by comparison with other countries, Italy is lacking in certain "happiness factors".

Secondo le principali correnti del pensiero economico, un lavoro più flessibile risponde meglio alle esigenze di contenimento dei costi e di recupero di efficienza delle imprese. Comporta però anche la nascita di un dualismo di mercato tra lavoratori garantiti e non, incertezza del reddito, effetti depressivi sull'economia. Quanto all'occupazione, è aumentata o diminuita? E la produttività? Ecco le principali conclusioni cui sono giunti studiosi e FMI, World Bank e OCSE.

L'evasione fiscale è un fenomeno difficile da misurare: alle dichiarazioni dei redditi poco veritiere si aggiungono spesso le bugie degli intervistati alle indagini campionarie. E' il cosiddetto under reporting: secondo una ricerca dell'università Ca' Foscari, sui redditi da lavoro autonomo un soggetto su 4 non dice la verità, e addirittura il 44% mente sui redditi da locazione.

Measuring tax evasion is often described as attempting to obtain "evidence on the invisible". Several approaches have been developed to obtain evidence on tax evasion that depend on the purpose of the analysis and particularly on which effects of tax evasion one wants to measure. In this paper we propose an approach that integrates two methods that the literature has previously applied separately. Both methods adopt a microeconomic perspective. The analysis focuses on the personal income tax (PIT) in Italy (Irpef-"imposta sui redditi delle persone fisiche"-and other local income taxes) and also studies the distributive effects of this type of tax evasion

Decretazione d'urgenza, leggi di delega, esercizio del potere regolamentare: negli ultimi decenni il Governo ha allargato in maniera notevole la propria attività legislativa, ma con l'obbligo - previsto dal legislatore - di coinvolgere il Parlamento in funzione consultiva. Dal 1996 al 2016 il parere delle Commissioni parlamentari è stato chiesto 2.786 volte. Con quali risultati? In che misura i pareri del Senato sono stati accolti?

Considerando le sole emissioni in atmosfera e il rumore dei trasporti, nel 2013 le famiglie hanno inquinato per 16,6 miliardi, seguite dall'industria (13,9) e dall'agricoltura (10,9). Ma c'è squilibrio tra chi inquina e chi paga: nel 2013 le tasse ambientali per le famiglie sono state del 70% in più rispetto ai danni creati, per le imprese il 26% in meno. Il record degli sconti, 93%, va all'agricoltura.

Excise duties on energy products, taxes on vehicles, noise, pollution and natural resources: environmental taxes paid by Italian residents ensured revenues totalling 53.1 billion Euros in 2013. Is it possible to quantify the environmental costs borne by the community, namely, the damage to the environment and health caused by pollution sources related to household and enterprise activities, and compare them with the environmental taxes paid by the same activities?

Nuovo pareggio di bilancio, fatturazione elettronica, split payment, codice degli appalti: negli ultimi anni la contabilità degli enti pubblici italiani è stata rivoluzionata da una serie di riforme. E una delle più radicali è stata, a partire dal 2011, l'armonizzazione dei bilanci: per rispettare i nuovi sistemi contabili molti sindaci hanno dovuto attuare una vera e propria operazione-verità, mettendo ordine tra entrate e uscite e cancellando crediti inesigibili.

New budget balancing, electronic invoicing, split payments, code of public contracts: over the past few years the bookkeeping of Italian public bodies has been revolutionised by a number of reforms. One of the most radical ones has been, starting from 2011, the harmonisation of balance sheets: in order to comply with the new accounting systems, several mayors had to conduct a real inspection, sorting out assets and liabilities and writing off bad debts.

Quante sono? Chi le amministra? Che cosa fanno? E quanto guadagnano? In Italia si cerca da anni di completare la mappatura, indispensabile per mettere ordine in un sistema frammentato e poco trasparente. Nel 2014 il Commissario straordinario per la revisione della spesa ha addirittura segnalato l'esistenza di quattro diverse banche dati. Il Dipartimento del Tesoro chiede informazioni ogni anno a oltre 10 mila amministrazioni pubbliche. Ma troppe non hanno mai risposto.

How many are there? Who runs them? What do they do? How much do they earn? In Italy, for years we have been trying the complete the pertinent map, which is crucial to sort out a fragmented system that lacks transparency. In 2014, the spending review special commissioner actually identified four different databanks. The Treasury Department seeks information every year from over ten thousand public administration offices. But too many have never answered.

Per l'OCSE sono una spesa pubblica attuata attraverso il sistema fiscale, per il FMI entrate a cui lo Stato rinuncia in favore di alcune categorie: in Italia nel 2016 ne sono state censite ben 610, con un impatto finanziario pari a -76,5 miliardi. Il Programma nazionale di riforma ha messo in agenda, tra 2017 e 2018, il riordino complessivo. Ma sul numero esatto delle cosiddette tax expenditures da riordinare, sugli importi, sui contribuenti interessati, non ci sono dati completi a disposizione.

Together with the update memo to the DEF (Economic and Financial Document), in a few days the Government will be publishing its First Preliminary Report on Fiscal Expenditure: exemptions, deductions, tax credits, and favourable tax rates that the executive has been tasked with "reducing, eliminating or reforming", acting specifically on measures that are "unjustified" or "superceded".

L'Italia è un paese sismico: dal Duemila a oggi l'INGV ha registrato 39 terremoti di magnitudo superiore a 5, di cui ben 10 tra 2016 e 2017. Dalla scossa delle 3.36 del 24 agosto 2016 il Centro Italia ha tremato più di 72 mila volte, causando oltre 300 morti e danni per 23,5 miliardi. Per la ricostruzione, il governo ha stanziato 3,2 miliardi e altri 10 ne ha previsti nei prossimi 30 anni. Sale così a più di 20 miliardi la spesa programmata per riparare i danni degli ultimi tre sismi.

On 24 August 2016, at 3:36 am, an earthquake measuring 6.0 on the Richter magnitude scale rocked central Italy. The aftermath was absolutely terrible, in terms of death toll, disrupted economy, devastated cultural heritage. The Civil Defence estimated that material damage totalled about 23,530,000 Euros, which adds on to the significant damage caused by the previous two earthquakes, which struck L'Aquila in 2009 and the Po Valley in 2012.

In Italia lavora solo il 18% dei disabili. E i più fragili, quelli che hanno problemi di salute mentale, hanno ancora meno possibilità degli altri. Negli Usa l'accompagnamento di un job coach è di grande aiuto per superare lo stigma sociale, la diffidenza delle aziende, le difficoltà nell'inserirsi. E da noi?

Senato della Repubblica e Guardia di Finanza stilano il bilancio del falso Made in Italy, accendendo i riflettori su un fenomeno che mette a rischio salute, sicurezza, sistema produttivo italiano e prolifera anche grazie al web. Negli ultimi cinque anni (2012-2016) la Guardia di Finanza ha eseguito 60 mila interventi di polizia giudiziaria, sequestrato 1 miliardo di prodotti per un controvalore di 10,8 miliardi di euro e inibito 1.614 siti Internet (620 nel solo 2016).

The Senate of the Republic and the Finance Police (Guardia di Finanza) have drafted a report on counterfeit Made in Italy products, highlighting a phenomenon that jeopardises health, security, the Italian productive systems and that is proliferating thanks to the Internet. Over the last five years (2012-2016), the Finance Police has conducted 60,000 judicial police actions, seized one billion products worth 10.8 billion Euros and put down 1,614 websites (620 in 2016 alone).

Dal 28 aprile 2006 al 31 dicembre 2016 i senatori hanno presentato 1.271 interpellanze, 7.780 interrogazioni a risposta orale e 19.309 interrogazioni a risposta scritta, per un totale di 28.360 atti di sindacato ispettivo. Ne sono stati svolti, in tempi che mediamente si sono allungati tra la XV e la XVII legislatura, 6.913 (circa il 24%).

From 28 April 2006 to 31 December 2016 the senators submitted 1,271 interpellations, 7,780 oral questions and 19,309 questions requiring a written reply, for a total of 28,360 parliamentary oversight acts, 6,913 (roughly 24%) of which were followed up, between the 15th and 17th parliament.

L'Italia ha il record comunitario, il 19,9% contro una media UE dell'11,5: un ragazzo su cinque non va a scuola, non lavora e non cerca nemmeno un'occupazione. È una tendenza in diminuzione (nel 2013 non facevano nulla quasi 23 maschi su 100), ma se si considerano anche i giovani inattivi tra i 25 e i 29 anni, ugualmente colpiti dalla disoccupazione (in Italia, Grecia e Spagna è oltre quota 40%), la «generazione NEET» supera i 2,2 milioni.

Italy holds an EU record: 19.9% versus an EU average of 11.5%. One youth in five does not attend school, does not work and is not looking for a job. The trend is falling (in 2013 almost 23 young men out of 100 were doing nothing) but if we consider inactive youths aged between 25 and 29, equally affected by unemployment (in Italy, Greece and Spain the figure tops 40%), the NEET generation exceeds 2.2 million people.

La difficoltà di accesso al credito per le piccole e medie imprese è un problema noto. E infatti molti paesi si sono dotati di fondi di garanzia per le PMI, offrendo garanzie (totali o parziali) in affiancamento o in sostituzione. La variabilità delle quote genera però una grande eterogeneità di trattamento e di risultati.

For Italy, an inverse-U shaped relationship is found with the maximum of the effectiveness around 70% and no effects below and above 50% and 80%, respectively. This approach is quite informative as allows the policy makers to tailor the policy according to the specific value of the ratio.

Rigidità. Autorefenzialità. Ma anche, talvolta, eccessivo localismo nel reclutamento dei docenti e organici composti con più attenzione alla cordata di appartenenza che alla preparazione del candidato. Risultato: una scarsa performance media delle università italiane e un ampio grado di eterogeneità nella qualità della ricerca. Il Parlamento è intervenuto più volte negli ultimi 30 anni.

In 2008 a reform occurred in Italy in the formation of selection committees for qualifying to university professorship. Prior to the reform members of the committees were elected by their peers, then they have been randomly drawn. This policy was intended to increase the equality of opportunities of candidates via a reduction of the role played by connection to commissioners. Results show that candidates internalised the changed environment and adapted their strategy of application. However the reform did not necessarily raise the impact of scientific quality of candidates on the outcome of competitions.

Hanno risorse limitate ma compiti importanti, come garantire la sicurezza di 3.226 scuole superiori frequentate da 2,6 milioni di ragazzi. Spetta a loro la manutenzione di 130mila chilometri di strade e 30mila tra ponti, viadotti e gallerie. Sono le 107 province italiane che sono state interessate nel 2014 dalla cosiddetta "riforma Delrio", una legge che ha profondamente modificato la gestione strategica del nostro territorio.

Quasi 57 mila detenuti al 30 giugno 2017: con 113 presenze ogni 100 posti a disposizione, il tasso di affollamento nelle prigioni italiane è salito di 5 punti rispetto al 31 dicembre 2016. Otto Regioni sono oltre il 120 per cento. La Puglia arriva a 148, molto vicino all'indice che nel 2013 ha visto la condanna dell'Italia, da parte della Corte europea dei diritti dell'uomo, per i «trattamenti disumani o degradanti» inflitti ai reclusi.

Almost 57,000 detainees at 30 June 2017: with 113 inmates per 100 places available, the prison crowding rate in Italy has gone up by 5 points compared with 31 December 2016. In eight regions the figure exceeds 120%. In Apulia, it has reached 148%, nearing the index that in 2013 led the European Court of Human Rights to condemn Italy over the "inhuman or degrading treatment" of detainees.

Aliquote marginali, queste sconosciute. In materia di tasse, gli italiani tendono soprattutto a percepire l'entità complessiva del prelievo, da un lato, e dall'altro i soli scaglioni dell'imposta più conosciuta, l'Irpef. Ma accanto alle cosiddette aliquote esplicite dell'Irpef esistono molte aliquote implicite. È la loro somma a determinare quanto resterà effettivamente in tasca al contribuente una volta pagate le tasse e incassati gli eventuali benefit.

The Italian tax-benefit system generates a broad range of effective marginal tax rates, with positive and negative values, determining, in some cases, also a "poverty trap" (that is a marginal tax rate higher than 100 percent). The marginal and average tax rates are also sometimes decreasing with growing taxable income, while at a low level of income we have such high tax rates that a disincentive for labour supply may result.

In Italia si discute da anni sul ruolo dell'analisi e della valutazione economica degli investimenti pubblici, ma l'esperienza dei Grandi progetti 2007-2013 talvolta ha dimostrato lacune e criticità nella fase istruttoria. Oggi è l'Europa a chiederci, nella progettazione delle grandi opere 2014-2020, un'analisi più solida di costi e benefici.

The partnership agreement with the EU for the use of European Structural and Investments Funds is currently in full force. Italy is selecting the major works to be completed during the European seven-year programme 2014-2020. And there is a novelty: the agreement signed with the EU requires that we comply with the fundamental nexus between plan and project through self-assessment mechanisms, but it also identifies several result indicators for thematic goals, in terms of both value before the public expense and final target.

La valutazione dei dipendenti pubblici e la qualità delle prestazioni rese ai cittadini-utenti hanno assunto, negli ultimi anni, sempre più rilievo. Il Senato non rientra nella PA ma nel 2001 ha ugualmente cominciato a misurare le sue performance: in calo il personale (-40% dal 2006), in diminuzione le risorse finanziarie (-32% in termini reali), in aumento i servizi offerti. The evaluation of civil servants and the quality of the services provided to citizens-users have become increasingly important in recent years. The Senate is not part of the Public Administration, but nevertheless, in 2001 it started measuring its performances: a drop in personnel (-40% since 2006) and in financial resources (-32% in real terms), an increase in the services offered.
