Childcare services. Why will many municipalities fail to apply for the funds they need?
National calls for tenders, regional funding, PNRR funds: there are many resources available to municipalities.
However, many local governments often seem to lack the motivation to apply for or use these funds. With the paradoxical result that potential beneficiaries miss the opportunity to secure the funding they most need.
This is the case with the PNRR funds for kindergartens: more than 3,400 municipalities with a serious shortage of childcare services (less than 11 available places for every 100 children between the ages of 0 and 2) did not participate in the 'asili nido' calls' in 2020-2021. What are the causes of this administrative inertia? And how is it possible to identify (and support) the municipalities with the greatest difficulties in seizing funding opportunities?
