"They smashed your beauty". Does the victim protection system properly recognize and address gender-based violence?
More than half of women victims of femicide in 2017-2018 were killed by their partner (and 12.7 percent by an ex-partner). More than a third of child custody cases have indications of domestic violence and dysfunctionality. But violence is also often invisible in the eyes of legal practitioners: in 2018, out of a total of 2045 prosecuting magistrates only 455, 22%, specialized in violence against women. In 95 percent of courts, domestic violence cases arising in separation, divorce, and child custody cases are not quantified. Only 11% of probation courts involve victims of violence before deciding on the release of their aggressor. And the various institutions too often do not dialogue.
So what can Parliament do to make anti-violence policies more effective? The Senate Femicide Commission, established in the 18th Legislature, took a statistical approach to take a snapshot of the women's protection system and its weakest points, where Italy still struggles to provide effective responses.
